Explanatory Memorandum are available in rtf format from the Department of
Justice, Equality and Law Reform website at
http://www.justice.ie/80256E01003A21A5/vWeb/pcJUSQ652JGR-en .  This
documentation was made available on the site as soon as it had been made
available to the Department.  If you read the page I have linked, you will
also see that other alternative formats are available from the Department
on request.
