Hi all,
Guideline 1.2 Provide synchronized alternatives for multimedia.
Level 1:
1. Captions are provided for prerecorded multimedia.
a. The editor has asked whether a text transcript should be required in addition
to captions at Level 1.
My answer: Yes. It is important to provide a text transcript at this basic
level. Users who have problems reading or keeping up with synchronised captioning
would benefit.
b. The editor has questioned whether the captioning requirement is too high
at level 1. Should it be moved out of level 1 or should it remain at Level
1 and use the scoping mechanism to scope uncaptioned multimedia out of the
conformance claim.
My answer: No, it shouldn't be moved out of level 1 and uncaptioned mutimedia
should be scoped out of the conformance claim. Captioning (as synchronised
alternative for multimedia) should be a basic requirement.
