Hi Hugh -

Looks like a very good and useful synthesis to me.

Minor comments:

  "Science Federation of Ireland" should be "Science Foundation
  Ireland".

  "The increase in WAI AA rated website in the public service,
  with a target of 50% AA accessible by 2010." Not sure where
  this target came from; but if it was from me, then what I meant
  to advocate was 100% (of the public sector) by 2010 (at the
  very latest).  That's already a pretty long term objective, so
  I would be very reluctant to see Irl-dean seem to advocate
  anything less.

  I'm not sure what an "Accessible house" would be; but it
  implicitly brings in the built environment, which would
  presumably be in-scope for the proposed Centre, but is out of
  scope for Irl-dean (I think...).

  We should consistently either hyphenate "design-for-all" or not
  hyphenate it - but not have a mix of both.

Finally, I think I might add an extra sentence or two of
"positive re-inforcement" to the Introduction.  Say between the
first and second paragraph, something like:

  Irl-Dean strongly welcomes the planned establishment of a
  national Centre for Excellence in Universal Design.  We see
  this as a very significant opportunity to establish national
  awareness, and ultimately international leadership, in this
  critically important area of design. While recognising the
  broad scope of Universal Design, because of the particular
  remit of the Irl-Dean network this particular submission is
  focussed specifically on the application of Universal Design to
  information and communications technologies.
