I've reviewed the document. In my humble opinion, the members of this list
are not likely to learn anything. Just about everything in the document can
be found at http://www.w3.org/WAI/ or at least referenced on this site.
 
It's basically marketing material for the organisations involved.

Seminar on commissioning accessible websites 


Publicly Available Specification (PAS) 78 - a guide to good practice in
commissioning websites - has been developed by the DRC in collaboration with
the British Standards Institution (BSI).

A launch event will be held to outline good practice in commissioning
websites that are usable by disabled people, which is highly important to
enhance your e-business. There are a limited number of free places available
for the event on a first-come, first-served basis, funded by the DRC.
Further places are available at £145 + VAT per delegate. All delegates will
receive a free copy of the guide at the event.
