                  CEN members support accessibility requirements for ICT public procurement 
                  ANEC is very pleased about the CEN BT TCMG’s (Technical Committee Management Group) decision to accept the draft Mandate M/376 (European accessibility requirements for public procurement of products and services in the ICT domain). This resolution (BT 10/2006), taken at the 29th TCMG meeting on 23 March 2006, revises the opposite decision taken by CEN BT members last month. It should be noted that the ETSI Board had already accepted this mandate. 

                  As reported in the previous ANEC newsletter, CEN BT members expressed their deep concern on the mandate’s request to consider the free availability of the produced ENs which is in apparent contradiction with their copyrights policy. The European Commission, however, explained that the mandate should be accepted, as the free availability of standards is but a request, and not an obligation from the Commission and it would not have further political or financial implications. On this understanding, CEN members accepted Mandate M/376 and decided to create a BT/WG 185 “eAccessibility” with the aim of ensuring monitoring and coordination of standardisation activities in this area. 

                  ANEC members lobbied very strongly throughout the adoption process of this mandate and look forward to working to improve the accessibility of ICT products and services.
