Not necessarily, because if your preference is for Japanese, then an
English text only version is not going to satisfy you. Or if you want a
plain English explanation  of a complex page, then the same text without
the pictures may be even worse. Also, bear in mind that most "text only"
versions do not go as far as to translate all the downloadable PDF
documents to text and link to them instead.
