Checkpoint 10.1 states:

"10.1 Until user agents allow users to turn off spawned windows, do
not cause pop-ups or other windows to appear and do not change the
current window without informing the user."

If a user is informed that a link will open in a new window, then it
is not in violation of this checkpoint. I'm not in favour of popup
windows, but WCAG 1.0 does not ban them.
