The algorithm you're referring to was just a suggested algorithm by
AERT, and never became a recommendation. The algorithm was based on
the YIQ colour space previously used by the NTSC television standard,
and wasn't appropriate for the web. I think the new luminosity
contrast ratio algorithm included in the draft of WCAG 2.0 is much
better in this regard, as it's derived from the Standard Color Space
for the Internet [1], which HP were involved with.
