Interesting that the concept (or term anyway) of baselines it getting
the push in the new working draft.

Judy also says.

I would be in accord with that. Authoring tools that default enable
accessibility, in fact tools where it is impossible to create _any_
inaccessible content should be the goal. What would Scott Walker say (in
the year 2525..)?
