In many instances standards are needed for the a consensus on the
practicalities of the interoperability of certain elements or nodes, for
example the OSI model for telecoms, or the ITU-T CCSS-07. From a purely
engineering perspective, without these standards many of those node
devices would fail to interact or work together when networked. I guess
many of the current standards that you refer to are operating on more
subtle levels and are running to catch up with every changing goal
posts, so there is certainly potential for 'towers of standards babel',
however I think they are a necessary evil as there is still a need for a
consensus on how things should work.
