It would be better if conformance is assessed by a third party and is
not a SDOC.

You should look at the NDA public procurement toolkit when it comes out
(which is soon). Mark can give you more details.

Good design facilitates and enables good usability and even
accessibility as a natural by product of high quality design and
development processes (whew!)
