Interesting idea, some were even suggesting emphasis based on volume!
But that ain't going to fly, you would have the screen reader shout out
the most popular links. Anyway, I think, you could write a script that
puts each of the tag elements into an array and dynamically arranges the
contents of that array in order of popularity so as the user arrows
through the list they will start at the most popular and then work their
way down to the least.
