PunBB would be my fave for its accessibility which out of the box is
really good. PHP BB is none too shabby also but I would prefer PubBB.

PHPBB has more mods available IIRC but there as time goes on the PunBB
user base is growing so people will develop more mods for it. There is
no substitute for a human monitoring the list etc - PunBB has some basic
features built in which will allow you to block an IP if you have
unwanted traffic, or indeed if it detects what it considers abnormal
login attempts etc.
