[Irl-dean] guidelines and minutes

Hi everyone,

Thank you to everyone who could make it to the EGM last week. 
Two things:
1. Please find attached a proposed set of guidelines for participation in the Irl-dean mailing list. Please have a read, and if you have any comments post them to the list. 

2. The minutes are also attached for approval. Amendments to the minutes from those who attended are welcome. 

Please make sure to read the "Discussion on National Contact Centre and Future of Irl-Dean". The NCC is transferring to the Centre for Excellence in Universal Design on the 31st of March, and the CEUD will be submitting a proposal to Irl-Dean next month, and the network needs to decide what is the best direction for it in the future. 

All comments are welcome.
