Hi Donal,

I am in agreement with the outline that you make but would like to add that there should be a website available for us non-technical people to put a document on if it is believed that this is a document covers the ICT area.  Some of us who are on international lists get documents at times which are relevant and it would be nice if an area can be made to place the document in as it is not always known what url the document came from.
