[Irl-dean] handover

Dear all, 

The NCC role and the irl-dean list have now been handed over to the CEUD.
On behalf of Bob Allen, Bryan Boyle and myself, I want to thank everyone for their contributions, ideas and assistance over the years (with a special mention to Barry for hosting the list!), and to wish Donal and the CEUD the best of luck for the future. 

It's been a pleasure.
