Sorry, I should have mentioned this earlier but the NIB have accessible 
ATMs in their Baggot street Branch and in Galway. They have audio output 
jacks and a text to speech component that makes it accessible to 
visually impaired users. The one in Galway is 24 hour, where you use a 
swipe key to get into it IIRC.

There is a little bit about it here in the VICS annual report 2006 [1]
