I just came across Joe Clarks' alternative to WCAG 2.0
at www.wcagsamurai.org yesterday. It is essentially a
revised version of WCAG 1.0 based on experience and
changes in technology.
It has the benefit of being simple and clear, and totally
focused on HTML for the web.
To me, the most controversial point is that he suggests
that practically all WCAG 1.0 Priority 3 checkpoints
should _not_ be followed.
