[Irl-dean] WCAG+Samurai table summary attribute

My reading of the advice on the table summary attribute is that it is
not _required_, but may be used if the table is not otherwise explained.
This seems sensible to me, especially for the case where the table
data is discussed in the main body text.

Can you explain why you think it is wrong to make summary
an optional attribute, Josh?
