There's a good short article on A List Apart that talks about the  
distinction between deaf people and Deaf people (note capitalisation)  
and what it means for captioning, etc. See www.alistapart.com/articles/deafnessandtheuserexperience

Now I understand why people who are deaf are disabled, unless they are  
also Deaf. If that sounds screwy to you, read the article.
