Two of the most accessible CMS today IMO are Drupal and Joomla!. If it
was a matter of specifically choosing one for a screen reader user to
administrate and build a website, I would choose Drupal but only by a
short margin. Joomla! has a simpler user interface while some find
Drupal a little more complex, so it is really down to preference. Both
however can be used to create fully usable and accessible websites.
There are a couple of others such as Quick and Easy CMS and Plone but
Drupal and Joomla! have a much larger user base, modding community,
available templates etc. [1]
