Yes, exactly and while it seems obvious when you spell it out as such,
it is a point worth reiterating.

Browsing by headings is one of those things that when a novice screen
reader users 'discovers' this kind of feature they then just can't live
without it. FWIW covering the needs of both basic and advanced users of
AT and indeed other user agents, mobile devices etc is, when you think
about it a tall order. It has always amazed me how much that can be done
with the rather limited toolkit called HTML and the ever inventive
things people have dreamt up to do with it.
