I don't know about accessible hosted email providers as such but have you
heard of the TEN (Text Email Newsletter) standard produced by the eAccess
newsletter? This standard was developed by Headstar in partnership with the
RNIB (Royal National Institute for the Blind) in the UK.
Whilst it isn't the most pretty of newsletters and may not appeal to those
with strong design requirements it is as far as I can see one of the best
approaches for achieving the greatest levels of accessibility in emails.
