[CEUD-ICT] Empty table header cells in HTML

Having spent a good part of the last two years involved in the
discussion on tables in the HTML 5 WG and critiques on suggested table
algorithms ad nauseum, all I can (or want to lol) say is that I concur
with Barry :-)
For those interesting is scouring the battlefield.. which include such
nail biters as "Hierarchical headers with Smart Algorithm", "New Element
to Act as a Label Instead of a Pure Header (A Magic Cell)" [1]
and the ongoing struggles with @summary.. [2]
