Well, that video is not the best great example...a very scientific language
is being used and I'm not surprised it struggled.

I thought one of the funniest demos was actually a video by one of the
developers of the auto-captioning explaining how it worked.  I don't have
the link handy but it was hilarious to see the translation, and again - the
guy was speaking pretty clearly.

an editable first draft as part of an 'automated' rather than an 'automatic'
caption production process."

>From experience working in a similar area I doubt this - it's often harder
to check and correct a mess than it is to begin afresh.  The result is a
task that takes longer than it should and a often with a higher error rate.
A good audio-typist can rip through a video in no time at all - the time
taken is usually equal to that of the video itself.

Still, all these technologies have to start somewhere, eh?
