Hi,

I have contacted  the person in An Post Laurence referred me to.

He has sent my comments on to the site developer, so hopefully this problem
will be looked into further.

A good idea would be to follow the advice on http://tinyurl.com/32xtgge.
This is a page we've just put up on the NCBI website giving guidance on
exercising your rights to accessible buildings, services and information. It
covers websites and web content. Basically, it takes you step by step
through the process of requesting accessible information and services,
telling you what are your rights under legislation, how to demand them, who
to contact and what to expect in return. At each stage it says what to do
next if your requests or complaints are not dealt with satisfactorily and
you want to take it to the next stage. 

There's a section on what to do about inaccessible websites and online
documents.

In the case of the TV License online form, you should write or email the
head of An Post (the Disability Act says you have to contact the 'head' of
the public body) who is presumably the Chairman John Fitzgerald. The NCBI
web page gives guidance on what to say, based on the complaints procedure
outlined in the Disability Act.

If you do decide to go down this route, do let us know how you get on.
