The BBC has released draft Mobile Accessibility Standards and Guidelines. The draft guidelines can be found at the following link: http://www.bbc.co.uk/guidelines/futuremedia/accessibility/mobile_access.shtml

They have been developed primarily for BBC's internal use, however the content is likely to be relevant to anyone with an interest in mobile accessibility.
